Device Blocking or Auth by User

I was looking at How-To add Exceptions for USB Sticks to device Blocking which is a good tutorial.  However, wanting to take that one step further how can I limit a removable device (USB Ironkey) exemption by user (so only a certain logged in user can use the Ironkey) or even by user to a certain workstation?   Running 9.6 SP2
